The Salvation Army, an international movement, is an evangelical part of the universal Christian Church. Its message is based on the Bible. Its ministry is motivated by the love of God. Its mission is to preach the gospel of Jesus Christ and to meet human needs in His name without discrimination. The Salvation Army is a nonprofit, tax-exempt charitable organization under Section 501(c)(3) of the Internal Revenue Code. The Salvation Army Hampton Roads Area Command serves south side Hampton Roads and its surrounding communities with programs and locations that serve families in need with emergency assistance, food, housing, substance abuse treatment, youth enrichment opportunities, spiritual care, and emergency disaster services.

The Salvation Army began its work in the Hampton Roads in 1905 after arriving in America from its official base in London. From the beginning, the Army created programs in Hampton Roads to feed the hungry, shelter the homeless, and provide counseling and support to those most in need of help. As these needs grew, so did the number of locations and the variety of services available to the community. Since then, the Army has grown with many programs, including the Adult Rehabilitation Center, residential housing for young mothers and their children, Christmas assistance programs, emergency shelters, family services, disaster assistance, volunteer outreach, and more.

Officers—ordained ministers — lead the Salvation Army and supervise the many programs and services provided in our community. They also serve as administrators, counselors, and youth leaders. Major Chris and Major Sandy Flanagan have been appointed as Area Commanders for The Salvation Army Hampton Roads Area Command. Their calling and passion for serving others come from their love and passion for serving Christ. They are supported by numerous officers, dedicated staff, and board members.

The Salvation Army Hampton Roads Area Command has been active in various initiatives and accomplishments recently. Here are some highlights:

Expanded Support Services: We have significantly expanded our support services to address the growing needs of the community. This includes increased food distribution efforts, enhanced emergency shelter services, and more comprehensive case management for individuals and families facing hardships.

Community Outreach Programs: We have rolled out new community outreach programs aimed at providing support and resources to underserved populations. This includes programs focused on youth development, addiction recovery, and financial stability.

Collaborations and Partnerships: We have formed new partnerships with local businesses, nonprofits, and government agencies to enhance our service delivery and resource availability. These collaborations have helped in increasing the overall impact of our programs.

Fundraising Success: We have also seen success in recent fundraising campaigns and events, which has allowed us to further invest in our programs and services. This includes events such as the annual Red Kettle Campaign and other local fundraising initiatives.

Program Development and Innovation: We have introduced innovative programs designed to address specific community needs, such as new educational and vocational training opportunities for youth and adults.

Locally, our team is responsible for tracking measures, outcomes, and all statistical data that relates to our social services program. We consistently evaluate and re-evaluate the numbers to ensure we are continuing to meet identified needs within the community. The Salvation Army also has a National Standard for all its social services programming.  The Hampton Roads location is overseen in this aspect by The Salvation Army Divisional Headquarters in Alexandria, VA.  All social services programming facilitated through our Norfolk locations is reviewed based on this criterion no less than once every three years. In addition, The Salvation Army’s Divisional Headquarters completes an internal program audit and internal financial audit annually. The Salvation Army looks to partner with all appropriate organizations, both public and private, through service and funding to accomplish our mission.
