Established in 1986, JCOC operates the only Emergency Housing program (shelter) for single homeless adults and Community Dinner (Monday-Friday) for anyone facing food insecurity in Virginia Beach and surrounding areas. Our mission is to empower families, individuals, and veterans to recover from crisis situations and return to being self-supporting, productive and independent members of our community.
JCOC is undertaking an ambitious campus rebuild project set to be completed later this year. Rebuilding our campus to include 38 new affordable housing units will dramatically increase our ability to lead individuals/families/veterans out of hunger and homelessness. Our four outdated buildings were demolished last October, and a new 3-story building is being constructed. The new 20,644 sq. ft. complex will include a multitude of spaces that range from dining hall, commercial kitchen, community rooms, day-use services areas, offices, and housing. In addition to creating 38 new housing units, our staff, volunteers, and clients will benefit from the upgraded facilities, allowing JCOC to expand current services.
JCOC prevents homelessness through Food Pantry, Food Box, and Community Dinner programs. We partner with over 100 volunteer groups, churches, synagogues, civic groups and individuals to serve free meals to our hungry neighbors. Community Dinner serves as a platform to share area housing services JCOC and others provide with our homeless guests. Food Pantry and Food Box programs operate twice each week. Households participating in our hunger relief programs are homeless, live below the poverty line, or are on a fixed income. Over 120,000 meals worth of food (including duplicate visits) were given in FY24.
JCOC's housing programs served 1,004 adults experiencing homelessness during FY24. We manage Emergency Housing or 87 shelter beds within the City of Virginia Beach's Housing Resource Center (HRC) which provides 24-hour temporary shelter for single homeless adults and intensive services to help individuals eliminate barriers to obtain and move into permanent housing in the shortest amount of time possible. Services include housing support, individual counseling and connection to community resources.
In addition to Emergency Housing, we operate a transitional housing program for 16 formerly homeless veterans and a permanent supportive housing program for 8 chronically homeless individuals with disabilities at our apartment building in Virginia Beach; and work with area landlords to provide affordable housing for homeless adults through our very successful Rapid Rehousing initiative.

JCOC began feeding the hungry and housing the homeless for those in the greater Hampton Roads area almost 34 years ago. Our housing programs serve single male and female adults (18+) who are below the poverty level. Those served include veterans and chronically homeless individuals. Every day our feeding programs serve families and individuals living in households struggling with food insecurity.
